Both terms are widely used in modern media, so I define them like this:

Whitehats - Legally interested IT enthusiasts.
Blackhats - illegal interested IT enthusiasts.

This is really a term IT.
White Hat = penetration testers; trying to return to or penetrate the network / server to test the vulnerability. They do this by permission, and without malice.
Black Hat = Try to hack into or penetrate network / server, to exploit the vulnerability. They did this without permission, and with malicious intent.
Internet marketers hijacked this terminology.

I think google is the largest black hatter. You can spend your savings on white hat SEO, after four months, you are at the top and guess Google decided to update their algorithms now you're gone. I think as long as you do not destroy someone else do black hat sites.

There is a big difference between Black Hat & White Hat SEO:
Black Hat SEO - This is the search engine optimization category unethical and manipulative. Black hat SEO involves tactics like keyword stuffing, which includes an excess amount of keywords in the web content pages for the purpose of attracting search engines. Unfortunately, this tactic is not effective because the content becomes unreadable to visitors, and in many cases, keyword stuffing will also cause a website to be penalized by Google.

White Hat SEO: When using White Hat SEO, keyword research comes into play. A website owner should research the keywords that customers are looking to reach their website. They can then enter those keywords naturally pages, meta-tags, and descriptions of their website to increase their visibility in search engines.

In terms of SEO, white hat methods are legitimate to enhance search visibility and classification according to the criteria of Google (not any law) forms.

black hat methods are illegitimate forms / handlers / spam to improve search visibility and rows that can be less work but of course carries a higher risk of penalty. Again, this is based on the criteria of Google and not necessarily any law.

Then the gray hat is in the middle where it is unclear or depends on how. Most methods of SEO and link building are gray hat which depend entirely on how they are done, categorically no link types.
